The OP brought up a valid concern effecting game play. As is the mechanic of -10 sec status does not have any negative repercussions for just refitting and undocking over and over. I am sure you feel this fine. Others feel there needs to be some sort of penalty. So those that do this are exploiting the current game mechanics.

If you want to be a pirate then be one but those choices should come at a far greater cost then you currently have.

Now how about telling what we are exploiting exactly? Given that exploiting exploits in game is a bannable offence I have a vested interest in knowing what it is I am exploiting.

As for the lack of punishment. How exactly is being open to attack from everyone, attacked by faction police on site, open to attack by station and gate guns, showing up as flashy red in bot local and on everyones overview as well as getting our ship blown out from under us and camped by concord for15 minutes as well as generating a killright on our head redeemable by anyone at any time not a punishment?

It would be interesting if CONCORD responded faster to crimes the lower your security status is, but anything more is gamebreaking (perhaps even faster response times is).

But you didn't. You merely keep repeating that there is some sort of exploit. So far, I've not seen one.
Being as -5 and below players can be shot anywhere any time, the OP is somewhat lacking an argument.

As far as the definition of the word exploit is concerned: The only one that matters in this regard, is the one that CCP assigns to it. Blink

Anyone -5 and below can already be killed on site. But this means that players have to do the killing. Anyone would think this is an MMO. Roll

When CONCORD is out for you, docking should be disabled.
This would vastly limit the movement and operation of low-sec pilots and have the much more engaged in clearing their name so to speak.

As luck would have it, docking is already disabled when Concord is 'out for you'. It's also a bannable offence to avoid Concord, when they are 'out for you'.

I wonder which one of the egg poachers got the OP..CBA to check the killboards.

As a permanent -10.0 highsec resident I can say dealing with faction police and the occasional higsec instalock camper is punishment enough. You definitely do not operate with impunity as you can be killed any time; provided the player is up to the task.

EDIT: Also higsec podding is very hard on the wallet and suicide thrashers cost 2.6 million isk to fit. Donations appreciated. Taint your character forever :D
