For doing solo exploration, the Force Recon Cruiser is a good ship for high security exploration. I've found that it can complete small Anomaly, Radar, Mag, Lookout, Watch, DED 3/10 and 4/10 sites easily without having to do a refit. For expeditions gained from Lookout, Watch and Anomaly sites, I refit the exploration mods with more Offensive and Defensive mods as well as fit up Covert Ops cloak.

Other than that, I think it doesn't have quite enough DPS or tank to tackle the Vigil sites or anything else above 4/10 DED if doing solo. For that, I'd go with a T3 ship.
