fw pilots and enemy highsec territory

As the title suggests, I am curious about being a fw pilot in enemy highsec territory.
I recently joined a fw militia and headed to enemy highsec thinking fw was like a regular wardec. After jump into their space, the enemy faction navy started making angry threats and eventually showed up to trash my ship.

What had me thinking I could simply fly through their space was sighting a particular pilot who is, near as I can tell, always floating 20-30km off a major highsec trade hub in enemy space. He does this so he can insta-blap any of my fw allies who undock in small ships.

Not only does this guy sit completely still without my friendly navy interfering, he is also allowed to simply dock up when an enemy pilot (my allies) aggress him... in a station hostile to his faction.

When I tried to dock in an enemy station to escape the enemy navy wrath, I was greeted by a nice message telling me to go f*ck myself.

So, how does he go about doing it?
Why can't I?

1. You can dock anywhere in high sec in opposing faction space, unless you have a GCC that's prohibiting it (I believe; I never have a single issue docking up my Amarr FW toon in Minnie high sec anywhere). You CANNOT dock in low sec in space held by your opposing faction, but other low sec and null you can dock at (if in null you can dock as long as it's an NPC station).
2. Your "opponent" may very well be tanking the enemy Navy, and have one or more alts repping him.
3. You are fighting the enemy STATE, which means state popo (Navies) will attack if you sit around too long. They can be easily tanked and/or escaped, but they will find you if you sit still. And no, they aren't CONCORD.

he exclusively flies a thrasher with no tank fit at all.
does a neutral logi not draw the ire of local navy npcs even when assisting a hostile target?

there is limited amount of navy spawns in one system, so basically if you bring enough players navy will agro only some of them.

So there is ways to make navy busy.

It does not. Plenty of times I see T1 logis repping Gallente FW ships (saw a nifty Paladin a few nights ago), including ships providing remote sensor boosts and tracking links. This does not aggress the navy faction because NPCs do not get the variable flags like us capsuleers receive. Therefore a transfer of limited engagement does not happen.

Used to be able to have your standing's so that the NPC's diddnt shoot you. E.g being in gallente FW but having high caldari standings. not sure if it still works anymore though. Used to be free untanked incursus plexing :D
