I have two questions about those new features in upcoming expansion.
1-Does actual hacking skill lvl will affect new hacking/lock breaking system efficiency, is that new system related /based on that skill ? Same with archeology skill in relation to relic sites?
2-Does NPC's will be totally wiped out of data and relic exploration sites ?
Thanks in advance for any info.

Good questions, wish I had another answer for you instead of this one.

Probably be a good idea to check Dev Blogs for more info - EVE Information Portal

Google search might also help.

As I understand the keynote speech by CCP Soundwave, hacking will remain the same but there will be a new skill, Cryptology.

Rather than just hacking into the container/wreck, you the explorer, will now have to defeat firewalls.

Defeating the firewalls will release the "goodies" which you will have to pick up.

The keynote speech also says that NPC Rats will no longer be present at radar/data sites.

Maybe. Didn't the guy demonstrating the feature get attacked by another guy while trying to collect the loot cans? Not sure if concord comes into play or not, but as they say, hi-sec isn't ever "safe".

It depends on how long that mini-game will take to play. If it takes longer than 10? minutes and a bunch of cov ops start to gather like vultures for the pinata scoop? The phase "shooting fish in a barrel" comes to mind.
