I cant seem to find any information about what a Minmatar Hybrid Tech Decryptor is used for. The in-game description is useless, and none of the web sited I visit have any helpful information.

Hybrid tech decryptors are used in T3 production, IIRC when you reverse engineer an ancient relic.

When you find something in this game that you don't know what it is/does. The best thing to do is check the market and contracts to see how much you can sell it for. Their is a lot of very odd stuff in this game, if you try and use it all yourself you're likely to go mad.

But above poster is correct, it's used to make T3 BPCs.
