Failed Worlds?

It's been a very long time since i've spent any time in WH space. I've only vaguely skimmed bits of Eve's lore, at least in comparison with how much has been developed/created for the setting. As a result it's very possible i've missed something along the way.

I recognize there are suggestions that something horrible may have happened to the Talocan / Sleepers while out in J/W-space. The Jove seem to be a cautionary tale involving genetic manipulations gone too far. Equally there is the tale of the Taisy outpost.

Yet these incidents aside, are there any planets whose (in hindsight / archaeological terms) civilizations failed to reach space due to:

Sociopolitical poor choices and any of the following:

 • Paradise Island Syndrome?
 • Failure to limit proliferation of WMD?
 • Limited solar system resources worthy of fostering exploration & industrialization beyond their initial terrestrial planet?
 • Large scale planetary population health issue?

Is there a current era Concord policy with regards to pre-space-flight, developing worlds? Or do none exist given the plot device magic of Concord/SoCT tech? Particularly given that in many places within New Eden, humans are simply seen as livestock/cattle to be used as developed civilizations see fit?

I'm not sure if there are any current pre-space age civilizations in New Eden that are currently left. All of the others either died out eons ago for some of the reasons you listed above or were "uplifted" by another nation.

Just to bring up another theory, could it be possible that the Amarr have encountered civilizations that they deemed inferior as well as unfit for slavery and simply decided to exterminate them? Not to bash them or anything, it would actually make them stand out a bit more in the lore.

Watch_ Fred Fred Frederation_ and stop cryptozoologist! Fight against the brutal genocide of fictional creatures across New Eden! Is that a metaphor? Probably not, but the fru-fru- people will sure love it!

Agreed, I don't think there's in indication in the lore that there are any pre-space flight civilizations left. But... we know that during the dark ages after the collapse of the EVE gate, the inhabited planets became isolated from each other. When the empires developed later, did they build gates to every single system in the cluster? It's seems possible that they didn't. So could there be inhabited systems somewhere (maybe in the vicinity of the null sec systems) that are inhabited, but have never been linked to the gate grid? It seems possible. Or at least, I don't think anything in the lore would rule the possibility out.

Houses of the Holy comes to mind. Although these guys seem to have had contact to spacefaring civilisations before. It gives a little bit of insight into how native primitive people are regarded, though.
