Can a character be transferred during PLEX reactivation?

Like the thread title states, I'd like to know if I can transfer a character during the 4 hour plex reactivation period. Does anyone here know?

I, personally, would not do/try it because plex reactivation is about 4 hours and a transfer needs 10 hours.
So according to this rule I would say no!
If you want a definite answer, you´ll have to start a petition!
