To capsule pilots and the New Eden public,

I have spent a considerable period of time on sabbatical from my duties as Director of Research & Development for NeuroGEN, to assess long term goals and re-evaluate my own role as a pilot and progeny of science. For the last two years among my peers observing and interacting with the community, I have reached substantial conclusions of a personal nature, which have led me to the decision that I am about to make to the public at large.

From this point forward, all projects directed or spearheaded by NeuroGEN laboratories will no longer involve the use of live humans test subjects in its research experiments. Research data involving the use of these resources will be shelved indefinitely in pursuit of A.I. architectural advancement and synthetic life form development, as well as the sociological interdependence of synthetic and sentient life forms. It is our commitment as an organization that the prosperity and preservation of humanity can be achieved without the literal sacrifice of its subjects, and I am confident we can achieve substantial results without the cost of human lives.

In advance of this announcement, NeuroGEN has already released the 74,831 former inhabitants of its Brave New World project into the public virtual FTL networks, where the sentient applications are at liberty to roam and pursue their designs freely. I would like to remind the public that these applications retain the neural pathway markers their physical minds once held prior to neural scanning into our network, and are mostly harmless to the general public. If any attempt to regain contact with former family and loved ones, please note that this is not malicious, nor should this be regarded as a threat.

All that remains of this project are fifteen thousand people, mostly consisting of homeless, immigrants, former slaves, and volunteers for this endeavor, which have been stored safely in a private, undisclosed location far from the discerning eye of CONCORD, which have now been returned and await their release. While under our care, these individuals have received a proper education, satisfactory nutritional supplements, and minimal physical exercise to ensure optimal physical health for the past two years. Each individual's name, background, and genetic coding has been meticulously recorded for public use and will be available for their next caretaker, conveniently affixed to a wrist strap on their left arms.

As an individual with a strong distrust for the major Empires, I find myself extremely reluctant to simply release these individuals to some remote colony of the Federation, simply to watch them slip between the crevices and return to a life of destitution, poverty, and homelessness. As a humanitarian, I wish to ensure that these individuals are cared for and become productive, functional members of society capable of propelling our species to its optimum. Who best to achieve this than the elite of society?

Fifteen thousand people is not a significant number for most to concern themselves with, and especially not for governments with trillions of lives under their care. However, such a commitment can still serve as a symbolic gesture of good and be a productive experiment for behavioral scientists to examine for future endeavors. I also desire the individual that I release these people to will have their best interests in mind when I choose. If this endeavor calls to you, I implore you to respond to this message and explain to myself and the public why you would be the best candidate to accept these people, and how you would handle their transition into your world. The individual or institution that manages to best describe their intentions within seven days will succeed in their request. The public is, of course, encouraged to question and probe further into the intentions of their fellow pilots, as well as answer my followup questions as succinctly as possible.

I find that offer a little... naive. I can already see the hordes of vultures coming there to "reclaim" everyone of these people to fill up their political agendas. Everytime something involving released or freed people to take care of, you will inevitably see all these shady capsuleers fighting each other to have their piece of the cake.

Then again, why not just letting them choose where they want to go ? Putting them under the care of a capsuleer could also make people believe that what you propose is something similar to amarrian bondage under Holdership.

House Caine has open job positions for about two thousand people, mainly in construction. I haven't checked with Sir Mullis or Mokk yet, but I believe they might be requiring a building workforce themselves.

Lyn Farel, forming a convincing argument for why I should release these individuals where they desire to go is certainly a legitimate approach. However, some might perceive this action as barbaric to simply drop them off into the wild, and since some were former slaves with no past lives beyond captivity, these individuals have no home to go to, nor would they know where to go.

As I had indicated above, a majority of these individuals were former slaves, homeless, and displaced workers trying to survive through war torn regions of space. These people are educated, but most assuredly naive to the realities of the societies they may wish to join. Should I knowingly, release them to a Sani Sabik colony or the State knowing fully these societies will not accept them simply because it was their wish?

Leopold Caine, might I inquire what this workforce would be required to construct?

Given Caine's well-known and well-proven history of forced prostitution, forced drug addiction, and illegal slavery, I'd suggest taking a wide berth around him or any of his associates if you want these people to live remotely safe lives.


I'd take them in myself, but honestly I have few open positions beyond warship crew, and that's hardly a safe position either. I will speak to an acquaintance of mine and see if she has a place for them, though.

Final construction of my planetside house was recently completed, and there are still some paid house staff positions left. Room and board are included, as is medical care and full insurance and benefits. Please note this is a paid position, also known as employment. It is not a charity house, and those unfitting for the position can and will be reassigned or worse. The work involved will be safe and fairly simple, but require dedication and attention.

There are also thousands of positions available on my Temperate PI Facilities. A sprawling complex on Hirtamon IV, handling production and manufacturing positions. There are no dangerous extractors at this complex. Again, full benefits including room & board, full insurance coverage, medical care, and paid training is provided. These are entry level employment opportunities only.

If any of these people are seeking gainful employment within the borders of the Caldari State, both in 1.0 systems, they are welcome to contact me. Please note that employment by me comes with the same status as a ship's crew. State Citizenship and related obligations are not included with this offer, merely the promise of work and a home to live in, however meager the home may be at first.

Nola, welcome back to the stars.

I believe that the New Life Program would be the best institution for these people. They will be cared for, educated further if they wish, and prepared for a life at the destination of their choice when they leave. New Life has several space born and planetary facilities, and a wide variety of educators and physical and mental health professionals ready to assist with any questions or problems these people may have. Each person, when they feel ready to leave and have a clean bill of health, is given an interbus ticket to the destination of their choice. Currently New Life has several space born and planetary sites, and if necessary, I can arrange transport to these sites.

Also, or a separate note, may we talk Nola? Currnetly I am planetside, but I would very much like to talk to you when I return to space next week. Please let me know if that would be acceptable.

Hello Nola,

[Edit/Modification:Glad to see you've rejoined us among the stars, they were dimmer with your absence. The guidance that you passed has been sorely missed.] These days I find myself more often than not surrounded by simpletons unable to think beyond their own cramped boxes.

I would be happy to help you in finding a home for these individuals. I have recently enplaced a station that could easily make a home for them, and provide for them. It's really state of the art and has all the most modern equipment. You should come by and see the enhancements that I've put in place. I even tried to replicate ARGO, but I could use your help on some points there. Anyway, I know this is really important to you, so I'd take extra care of them, and make sure they are kept in perfect condition. I'd keep them away from all those big governments too, if you want?

[Addition:Corporate benefits and training are available, as well as the pay, and room and board that is customary with station life. This would also allow for these persons to acclimate themselves to the current state of New Eden prior to any intermingling with the population at large.]

As an asside, have you seen Lillith recently? I would so very much like to meet with her again.

Mostly planetary habitation settlements. The last sansha mercenary attack was very tolling on the civilian population, and the quicker these parts are rebuilt, the better.

Well, you know, I might be actually concerned for these peoples' well-being? And since I have actual proof of your actions that I described - and a tremendous deal of it, I might add; it's more like a several-volume dictionary than just a file - then I might just feel it would be relevant when someone asks for a safe haven for people?

Also, should anyone actually wish to see those files of proof, please contact me - I don't want it to seem that I'm throwing around accusations without the ability to back them up.

To those that have replied thus far, thank you for taking the time from your busy schedules to consider some alternatives for these individuals. It is quite a surprise to find this many genuine efforts on the part of capsule pilots to utilize their resources toward helping the less fortunate in this universe, and certainly more than I was aware of.

In lieu of this revelation, I have decided to disperse these individuals between several programs, and check back on them in six months to see their progress. For the pilots who have offered that accept these indivdiuals, I will be checking back with you over time to see what has happened, primarily for accountability.

At present I've decided to allocate the following accordingly:

♦ 5,000 to Saikoyu's New Life Program: We were fellow employees under the Rho Dynamics banner, and consider her a trustworthy individual with honest intentions. I will be in touch via FTL mail shortly.

♦ 5,000 to an individual that I will keep anonymous for the present. The individual in question had contacted me privately, and is an individual that I respect for their intellect and wisdom, and trust will make adequate allocation to accommodate these people. I will be in touch.

♦ 100 will go to Voila Flame, to assist with her research facility. Any endeavor in the name of science is worthy of support, and especially with an individual I vouch for.

♦ 100 individuals are to be dispersed to Leopold Caine, whose intentions appear sincere but are mired by reputation. Perhaps this small gesture will favor his reputation in the days ahead.

To Katrina Oniseki, before I commit any number of individuals to your planetary operations, I would like you to elaborate on what you meant by the following sentence:

If you have noticed exceptionnal minds or scientific capabilities in a handful of the people you are freeing, I can offer them predominant positions in theorethical and applied research, be it in my corporation or something else.

I will, however - an assembly of experts and myself - decide eventually if they are fitting or not.
