My preference:
* Astrometrics 2 first for 5 Probes (convenient)
* Astrometrics Range Finding 4 and Astrometrics Pinpointing 4
* Astrometrics 5

Astrometrics Acquisition is least important in my opinion, as it only saves 1 second per level. Taking it beyond level 3 is questionable given the training time.

Don't overlook ship bonuses, example racial Frigate for T1 ships, Covert Ops (T2), or Electronics Subsystem (T3). Also being able to fit Gravity Capacitor rigs is essential.

taking scanning skills to 5 should be done in this order:

astro
covops
pinpointing
rangefinding
acquisition

you definitely want astro 5, covops 5 is very good to have, rest can realistically stay at 4.

Ok speaking of the rigs are any of the implants worth it or even a good idea?

AR-806. Really any of the AR series, but the 806 is incredibly cost efficient.

cant say anything about deep space probes but i've heard incredible things about it. Apparently you can determine if there's any site worth scanning with one scan with a DSP if you have the correct spreadsheet up.

As for virtues: probably not worth the money but if you got cash to throw around then it certainly cant hurt.

Virtue set is currently running at 2.17 billion isk. If you go without the Omega it's still over a billion. It is in no way worthwhile for exploration in any casual sense, and highly dubious even if you're doing it full time and then some. It's really meant for combat probing.

AR-806 is 27 million isk.

Edit: the only implant sets significantly more expensive than Virtues are Nomads and HG Snakes. HG Crystals and HG Slaves are about on par with Virtues.

Oh, certainly. But if you're asking this sort of question, they're probably out of the immediate scope.
