If you're using rails at 8-10km range it's no wonder you're missing. For that range you want blasters, and fly away from targets that try to orbit inside that range so your transversal is decreased. Nothing wrong with large guns on frigs, doing that all the time on my battleships in missions to pick off scramblers at range, but once they get in close hitting them gets difficult because the transversal increases to the point where the guns can't track them.

TLDR: Rails are long range, blasters short, keep moving and pick off small fast targets before they start orbiting.

if you read the OP you will see the fit is with blasters.

To echo some of the other people in this topic already: rats are never stationary unless you're shooting turrets.

Attempting to shoot anything smaller than a cruiser with large guns and no tracking bonuses will only lead to failure.

Blaster naga is not a very efficient mission ship, it's bonused for range so take advantage of that with railguns if you're determined to PvE with it.

You can easily outtrack your own guns if you just mindlessly mash the orbit button especially on smaller targets, learn to take advantage of transversal.
