I guess this is the most appropriate forum.

Is EVE playable on the new ultraslims, or maybe a new windows tablet? As a gamer I usually buy bigger and better? But as a sailor that has to walk miles to the nearest internet cafe, I'm leaning towards smaller and lighter.

New computers can often play what took an expensive rig 2 years before, and eve never did require top of the line, so this is at least theoretically possible. Thank you.

You should look at the hardware specs behind the nice labels.
If it's x86 tablet/laptop - EVE MAY run on it... better or worse - is a separate question. But there's going to be fair amount of ARM tablets/slims/etc.
EVE WILL NOT run on these. They have completely different binary architecture, which is incompatible with x86 architecture of "traditional" gaming hardware.

Taking into mind what you said...how about http://tinyurl.com/czvp74m its a bit bigger than ultraslim, but still an ultrabook. My only worry is it came out November or thereabouts.

If you can afford to loose if...
Jokes aside, it'll probably run EVE on max setting without drop of a sweat.

Alright. Now what if all i really want is the ability to log on eve, update skills and market orders. Should one of the lower grade ones still suffice? E.g.Intel HD 4000

Hopefully, yes.
Intel's DirectX support is mostly fine. Better, than OpenGL...
Just make sure that screen resolution is no less than 768px height. I'm unsure, how EVE handles 1024x600 res, which is typical for "netbooks". You can make a petition asking if specific gfx adapter is known to support EVE, once you narrowed your choice to a few specific models.

I wonder how something like a dell latitude tablet would do
