Step 1 - buy a tech 2 BPO (more than one of the same one if you can)
Step 2 - increase demand for the related product (e.g. if you had a Mackinaw BPO, organise a new Hulkkageddon targetting Mackinaws)
Step 3 - sell your BPOs while the market spikes
Step 4 - use youe newfound ISK to organise an officer-fit frigate roam.

Obviously you should start a thread and then abandon it to the trolls and masses. Seems to work so far.
Also you could buy me a cynabal. Just for the hell of it.
