There are a few rats that we cannot kill because of the heavy tank the rat carries, what I'd like to know (and I think only CCP knows) is if we can take out these rats that have an 800 dps tank by neuting their capacitor, as we would in PVP.

I would not be surprised if the NPC shield or armor recharge rate is independent of a capacitor to draw from. But does anyone know for certain?

Problem is when I ran a Crimson Hand Supply Depot http://wiki.eveonline.com/en/wiki/Crimson_Hand_Supply_Depot, I missed the detail in the forums (which is NOT in the wiki) that says you need about 800 dps to kill it, to maybe get the corpum a-type loot. I could hold the shields at about half with sentries and an ishtar, with the shield damage bar jumping all over the place from dipping a bit into armor (about 10%), to being at 80% shields and armor repaired.

There were no apparent remote repairs or fixed modules performing repairs.

How would this apply to the officer spawns, as I have seen them needing several carriers to fall at times.

A neut reduces the chance that a rat will shield boost / armor rep therefore does reduce their tank, but it isn't the same as neuting out a player. You cannot completely cripple the tank to nothing like you can with a player. Their tank is independent from their capacitor reserve, that reserve is mainly there for people to NOS, which does not reduce the boost / rep chance.

Try to jamm them . And then look at them DOING NOTHING .

Of course you must assure an perma-jam or the NPC will just go "online" again and activate immediatly his tank .

Yeah i know , it's weird , but it's work .

"However they no longer affect the NPC's chance to repair as they used to, which means that Neutralizers must be used instead if the goal is make the NPCs tank less. "

Ah, interesting.

Excuse me, but what the f*ck are you desu?

to kill it you need 50+ km range might actually be 60km. cba to check. that thing has stupid rep rates if you are under that 50-60km range, over it and it NEVER reps armour..

an ishtar will probably struggle with the shield reps of the structure alone, that is even happening when you're 70+ out.
only the armor repping and webbing stops when outside 50-60k or so.

i recently killed it with my 620dps tengu (d'oh didn't try bonused scourges on the structure) outside its armor repping range, took a good 3-4 reloads, overloading and afterburning towards it. loot was 100 Hybrid shots.

fortunately, you don't need to kill the overseer structure in the room with the two gates, you can just head over to the command sector and kill the Overseer BS, which goes down quite fast.

the sansha's 6/10 overseer on the other hand, fields a very nasty tank plus very good dps.
But i hear he also stops armor tanking when you get far away

It can be done. 2xomni + 2xSDA Ishtar actually does alright, though it's not exactly fast. But then, let's face it, neither is a Tengu if you decided to take down the tower.
