Is there anyway to find a cloaked ship?

The most effective way is to submit a petition in game about your problem with the local channel. Explain to them how unfair it is for someone to use the local channel in such a way that your paranoia is too high for you to undock and enjoy the game

AFK has got to stop. It cant go on forever. How dare they cloak up and go afk for days on end and prevent you from feeling safe?

Dont worry, ccp will one day remove local channel like it is in wormhole space, and you wont have to be afraid anymore. ;-)

So we need a ship with an AoE weapon that can do something similar.

A HIC can place a bubble on a target that can't be removed, but he's exposed to concentrated fire. A cloaked ship can spy and call in a whole fleet without a counter (as they can cloak in as well). Then sneak away and still be cloaked.

It's spy vs spy, not spy vs lolz.

EVE is not WOW. What works for one likely will not work for the other.

A cloaked ship cannot silently call in a fleet in the way you imply. It either has to decloak to light a [cover] cyno, or the fleet has to come in through a gate. Also, you know that they are there. Local is the k-space counter to cloaking.

If you want to catch a cloaky camper, arrange a trap for them. They represent a trap for you, so it's Trap vs Trap.

And you can either warp away when the fleet enters local, or the cloaky has to decloak to make you stick around.

And that's another hostile in Local telling you "hey, something's going on" leaving you plenty of time to not be there anymore.

No, you know that the cloaky is there. Learning to follow pronoun antecedents is an important life skill.
