I actually petitioned as soon as I read that. Im not allowed to post the response on the forums but I am allowed to paraphrase it.

-Yes, Local is being removed in Highsec and lowsec. Local will be retained in Nullsec but only in NPC owned space.
-Local will now be a tool avail as a IHUB upgrade for Sov holding alliances. Specifics to be released with next Dev Blog.
-All chats that are not player owned or owned by corp/alliance will be delayed also. This means that constellation and incursion chats will now be delayed mode only.
-Cloaked players will not appear in non-delayed chats while cloaked.
-Players that are docked willnot appear in non-delayed chats.
-On-Grid chats are being implemented. all players appearing on the same grid/overview will now have a non-delayed instant chat that will pop up or be constantly updated. Details to be released with next Dev Blog.
-New buttons will be added to instantly block or report people in all delayed chats.
-A new non-delayed Dev response channel will be implemented. You will be able to access this channel for 60 seconds at a time. This is to keep the numbers in channel at a minimum to ensure quick responses to questions deemed no petition worthy.
