Want to buy a pure amarr toon

Must haves
good probing skills
cov ops lvl 4+
cyno 5 would be a +
good recon skills
be able to use t2 analyzer and codebreaker and salvager
good drone skills

Pure amarr exploration toon with around 20-30m sp on a 4-5b budget
