While that's true, Noctis needs to be scanned down (as opposed to just dropping to the asteroid field), tends to be a whole lot more maneuverable, pilots are always hands-on and you'll only see it on the field for a few minutes. In other words - to actually find one on field is not as easy as chasing mining vessels. Kinda like mission runners - they too are usually ganked exiting (more crowded) stations, rarely inside the mission. It's just not worth the hassle.

Why don't you just start blowing up Marauders? They usually don't have more EHPs than a Procurer an drop besides plentiful tears the one or the other juicy deadspace module?

That depends on the goal - if it's to actually make money, not well. If it's just an excuse for lol-rp ganking, then they work fine.
