lost mouse over tool tip info on main but present on alt toon.

hi on my main toon when i put mouse over the modules on the fitting screen or in space, i dont get any popup which displays the optimal range, dps etc.....but if i change to another character (on the same account) it was fine. I already cleared all cache files but still did not fix this problem. Any ideas?
