Onlining offline modules in space

So I read in the EVElopedia that I can fit a module as offline, fly off into space, and when I need it, put another (online) module offline and put my other (offline) module online? This seems really over powered. Like I could put a cyno on a frigate in an offline status and fit a MWD. Then when I need the cyno, put the MWD offline and the cyno online? Is this allowed?

It is allowed and true.
All you need ia a full (almost full) capacitor to do this. 95% cap if I remember right.

The fact that you need 95% capacitor and the fact that your slots are still limited makes it far from overpowered.

It takes quite long time to regen to 95% cap if there is somethin happening besides just waiting idle.

Yeh, offlining a module in space doesn't require anything, but as others just said, onlining it requires 95% capacitor, which takes a bit of sitting around to get to on a whim.
