There is much confusion, conflicting reports, and general chaos... which has presented an opportunity for entrepreneurial capsuleers and blockade runners willing to exploit the situation.

Capsuleers willing to divert war refugees away from rescue efforts unto our custody will be rewarded.

Normally I don't concern myself with or get involved in Silas' antics. I do this time.

Anyone who diverts some of my coutry men that way will incur my wrath. I will find out about it.

Do what you want to with the Gallente dogs fleeing the strife. She can have all of them she wants.
