I need a way to get typeIDs from TypeNames without dicking about with absurd static dumps. Does this exist?

You could try:

http://eve-files.com/chribba/typeid.txt

Or perhaps:

http://eve.addicts.nl/ (typeID is in the top right of each item's info)

There's also conversions of said absurd data dumps into mysql, and XLS (for encoding line breaks)

I wonder if the devs would get right on it if I were to point out that the API is missing such a basic and obvious function.

It's not missing it, it's deliberately not including it.
If you need typename from typeid - use SDE.
