Looking for a toon to form an alliance for me, will pay 1.5 bil after the alliance is formed.

dude, theres plenty of people that will make one for you for the 1bil fee and the fee they charge is only 25-50mil depending on which you go with, not 500mil, lol, just type alliance creation service in forum search.
