True, which is why I specified in High Sec and Low Sec specifically where clones are generally operated by Empire entities. POS's in High Sec would be obliterated.

It's an interesting question OP. A lot of bad things governments do has to do with the right bureaucrats getting paid and/or laid. There's your most likely answer.
