I recommend you download and install EveMon from http://evemon.battleclinic.com/. It can answer all of your skill training time related questions.

A large part of the EVE community uses it. I think you're safe with that one. But to answer your question: a skill with +4 implants and optimal attributes trains at 2610 SP/hour. With +5 implants that becomes 2700.

All the formulas are on the wiki. Use them.

The eve-mon developers work directly with the CCP/EVE developers, so that they can exchange updates and stay current.
CCP supports the app.

quick mental math calcs: 20ish percent increase with 2 +5's

The first year even with full +5 is even vs training time for it. Mindlinks and other high cost implants are the difference maker.

Look at your skill.... It has a primary and Secondary Attribute.

Skillpoints / min = Primary attribute + Secondary Attribute / 2.

Two +1's give you an additional 1 + 1/2 = 1.5 sp/min. Or 2,160 sp / day, which is roughly 65k sp / month.
Two +4's give you an additional 4 + 4/2 = 6.0 sp/min. Or 8,640 sp / day, which is roughly 260k sp / month.
Two +5's give you an additional 5 + 5/2 = 7.5 sp/min. Or 10,800 sp / day, which is roughly 324k sp / month

In general, +5's give only 65k sp more per month than +4's.

To put this in perspective... 256k SP = Level 5 in a Rank 1 skill. So, using +4's earns you an extra Rank 1 skill at Level 5 each month.

If you are trying to justify their cost:
-- If you live in highsec, and can afford them... why not use them to train at your max rate.
-- If you live in nullsec, you WILL periodically lose them...and since they are a lot of "extra isk" for a marginal gain, I use +3's or +4's for my nullsec toons.

In general, its how you map your attributes that makes the biggest difference on your training times... Specializing your attributes yields the most benefit... by far!!

If you are sufficiently paranoid about this, then you can download Microsoft's Visual Studio and then download the source code of EveMon and run it on a separate computer. Like I do.
