I am looking to buy a toon skilled for T3 invention and Production. Looking for science and industry skills. Combat skills really are unnecessary.

I would recommend me, however there is the matter of a few skills to max out before being able to build T3 ships and the fact that I am close to 40mil sp.

This mean that I am not quite up to your specs although its in the ballpark in addition to me being a wee bit more expensive than budget.
