CCP Soundwave claims he likes to mix things up every so often to make things more interesting but in my experience that CCP's modus operendi of mixing things up only applies to the BOBs only after it becomes obvious they've been given free BPO's or free riegn of unlimited ATM Machine level ISK goo for periods of years after the unbalancing becomes unbearable.
