Best ship for C2s that isn't a drake or t3?

Between the crazy drone switches and heavy neuts (in half the sites), my drone and armor specialization isn't helping me.On top of that, my BS's have problems hitting the cruisers (which are abundant in C2).

I have a ferox, but it doesn't seem to get the job done against the 1-2 BS's I get in the spawns. Any ideas? Are missiles really just that needed against sleepers?

I have done C2s in a harbi with mediocre skills and with only 4 guns (had a scanner, salvager and tractor) so you should be able to do them in just about anything. The big thing with the harbi is to keep your transversal high and burn as fast as possible to the BS at and angle as they have bad tracking and account for a lot of the DPS. Don't spawn more than 1 wave at a time.

Zealot, Absolution and Legion up from there, but don't gimp them with salvagers ect. Now I just roll through with a Noctis after like 1.5 hours of running sites.

I run mostly in an abso now as I don't like he skill loss that comes with a legion loss. They can tank 2-3 waves of a Radar site (C2) if you kill stuff fast enough but i don't think they would be any good for a C3 as they are not fast enough and have bad range.

Quite a lot of things can run c2s, harby, prophecy, hurricane, cyclone, ferox (i guess). You shouldn't ever get more than 1 BS per spawn, I dont think even the mag and radars give 2! Most likely you are shooting the trigger which sends in the next wave (the one I am thinking of has a spawn with 2 cruisers and a BS. if you kill both cruisers another BS and cruisers spawn). I personally would recommend the harby and cane or ferox due to range... The cyclone has the same range and (nearly?) as much dps as the drake.

If you want to use more drones, i would suggest fitting either a RR or ECM modules. They generally take the aggro away from your drones.
