just as an example:

-10 unable to activate anything leading into .5 and above
-9 unable to activate anything leading into .6 and above
-8 unable to activate anything leading into .7 and above
-7 unable to activate anything leading into .8 and above
-6 unable to activate anything leading into .9 and above

Dosen't matter what you are in, pod or not, you just can't activate the gate.

Why would Concord allow an outlaw into hisec at all? You want to come in, go kill a bunch of of stuff for us first to prove we can trust you.

Or an alternative Concord could let the -10ers jump in then podkill them on sight. I mean really they are supposed to be the worst of the worst.

You can still go gank the noob in his shiny new hulk, but you can't do it 200 times in a row without concord saying enough is enough. Well at least until you go kill a bunch of rats for us first :P

There's a navy for a reason. Plus you can shoot players in high-sec. So no.

BUT my answer would be, "Sure, if jump gates in null sec can be restricted by coalition standings in the same way."

My corpmates, however, think you should uninstall Eve. They think that might fix the problem you're having resolving security status and personal freedoms.

I agree but stop confusing ganking as PVP Blink

I guess it's actually player vs. bot then.

Technically would that count as PvE?

Wait... whats outside of hisec? Player controlled space right? So who's fault is it really, that these criminals and vagabonds can freely enter hisec? None other then your own you bunch of carebears! Go NRDS gatecamping or something.

Why would any empire allow outlaws into their space in the first place?

Answer: I don't know, but that would be really dumb.
I guess it's a good thing they don't, aside from capsules of course. And podding is murder, apparently, which is why they let those go free.

So. As an update

We agree in principle that -5 and better shouldn't be allowed in high sec and in return there are no sleeper, pirate, deadspace or officer modules or implants allowed in highsec. T2 and the "safe" boosters (those already no illegal) can stay but that is because they form the tobacco/alcohol of EvE, so there is a tax on bringing excess modules (there is some allowed in under duty free rules) into high sec and a further special tax on their purchase and sale inside high sec.

In addition high sec would only contain industrial type ships - barges, exhumers, freighters, haulers, etc. backed up with T1 and T2 frigates and maybe destroyers which are allowed for self defense purposes only.

You know, I would totally have an RP alt in this.

II. Defining 'Noob'
Contrary to the belief of many, a noob/n00b and a newbie/newb are not the same thing. Newbs are those who are new to some task* and are very beginner at it, possibly a little overconfident about it, but they are willing to learn and fix their errors to move out of that stage. n00bs, on the other hand, know little and have no will to learn any more. They expect people to do the work for them and then expect to get praised about it, and make up a unique species of their own. It is the latter we will study in this guide so that the reader is prepared to encounter them in the wild if needed.

That would make OP a noob rather than a newb right?

I would say yes... *if* you then allow cynos and bridging in high sec.

"Government" gates would be restricted, but privately owned cynos, POSs with jump bridges, etc, could be used to get criminals into and out of high sec. - like the "smuggler gates" mentioned in missions

Possibly, make lighting a cyno a concordable offense, but that only gets the cyno ship killed, those that jump in would not be concord targets.

Yes, I realize that without some tweaks, this would allow capitals into high sec - which may or may not be a good idea.

I think capitals in high sec would inevitably result in more capital deaths.

Also, it would mean if you wanted to make a system pirate free, you'd want to wardec the corps running POSs with jump bridges...
And the cynos would at least allow you to try and ambush the -10 legal target before they warp away from the cyno to a safe spot.

I would also expand the idea to rejecting docking permission in stations - again leading to the use of player resources, POSs and orcas, to get around the restrictions.

Also, their clone would automatically be rebased to the nearest low sec facility

The hinderance is that Concord needs to be able to take out the capital ship within a sertain time limit.

What you have to find out is how to fix that problem.

You ask me, it just a matter of time before i snap and start grinding people in high sec..

Having a 5.3 sec status..

. . . . .

Idea....
Concord warps in . .
Surrounds the offending capital ship...
4x 90% webifiers . .
Cruisers , suround and start forming a . . .
starts forming a jump-hole / jump-tunnel / etc

now, the resulting.. other end of the jump - hole - thingy would be either...
any 0.4 space...

(i wolld recommend, rather )
Or effectivelly, the underworlds...
Where all the banned / evil people get sent...

. . . the story would be . . .
CONCORD encouraged by empire's Empires,
to permit all capsulers to operate their capital ships (lvl 1 carriers and lvl 1 dreads) within secure space.
This is in responce to extream incursion activity , that is about to break Concord it self.

Why should CONCORD be able to respond to capsuleer aggression with overwhelming, unstoppable force in seconds yet be unable to clear pirate frigates from the belts, or pirate battleships from highsec missions, proceeding to instead pay missioners ridiculous amounts of bounties to do it for them?

Good question. And here is your answer:

CONCORD is an organisation that has jurisdiction over aggressive acts and violence between the 5 Empires, (Amarr, Caldari, Gallente, Minmatar and Jove.) It regilates, monitors and controls all conflict between these entities. They pay particular attention to Capsuleers and Dust bunnies because of the threat they pose.

CONCORD has no jurisdiction over pirates, mercs or other non aligned entities.

In short; CONCORD only responds to unsanctioned violence between the Empires and Capsuleers. Everything else is someone else's problem.

As for the OP:
Absolutely not. These piratical individuals are already open season. Banning them from high sec would be far too harsh. They have as much tight to highsec as any carebear, all be it with additional risks.
