just as an example:

-10 unable to activate anything leading into .5 and above
-9 unable to activate anything leading into .6 and above
-8 unable to activate anything leading into .7 and above
-7 unable to activate anything leading into .8 and above
-6 unable to activate anything leading into .9 and above

Dosen't matter what you are in, pod or not, you just can't activate the gate.

Why would Concord allow an outlaw into hisec at all? You want to come in, go kill a bunch of of stuff for us first to prove we can trust you.

Or an alternative Concord could let the -10ers jump in then podkill them on sight. I mean really they are supposed to be the worst of the worst.

You can still go gank the noob in his shiny new hulk, but you can't do it 200 times in a row without concord saying enough is enough. Well at least until you go kill a bunch of rats for us first :P

Obviously, no pirate faction, deadspace or officer items would be allowed in hi-sec either.

Also no boosters and no pirate implants or ships.

Let's not forget no ORE BPO's anymore either.

Technically, ORE aren't a pirate faction.

However, sleepers are, so no T3 stuffs, needless to say.

I'd like to take this moment to express irritation at people (obviously not you) who think ore (as in ore that you mine, not ORE the faction) is also supposed to be capitalized.

"Hey guys is this ship fit good for mining ORE?"
"What kind of ORE is best in highsec?"
"Which barge has the biggest ORE hold?"

Also, your idea goes against one of the fundamental tenets CCP has explicity expressed about their game:

High Sec and Low Sec jumpgates should "tax" pilots with negative Sec Status, being an amount that factors in both the Sec Status of the system being jumped into and the sec status of the pilot in question. The result being the most expensive "tax' for those with -10 entering 1.0 systems.

Maybe add another factor for the size of ship being piloted, on some sort of incremental scale.

Easy math and Dr. Eyjo said last year that new taxes would be implemented as time goes on -- so this would be dead easy. AND controversial as all Hell since we all know what freebooting capitalist space pilots thinks of taxes. BlinkBlink

Either way, I'm confident that Null Sec gates would never "tax" anyone since "thar ain't no law out h'eaw, boy". P

No, there's nothing wrong with the current system. There are consequences for 'going pirate' which is just fine.

Oh the pirate tears would be epic

Be a pirate suffer the consequences, makes sense.

Why would any empire allow outlaws into their space in the first place?
Although buffing the faction navy might help without the need to totally block them out.

Yes!

Actions have consequences.

This just in:
Having faction police shoot at you everywhere and being KOS to every single player in highsec doesn't count as a consequence.

It needs consequences that make people EVEN SAFER than they are currently.

As long as you need:

-10 to get into 0.0
-9 to get into 0.1
-8 to get into 0.2
-7 to get into 0.3
and
-6 to get into 0.4

I would be fine with this.
