I remember hearing about it back when the Empress was crowned and then it was never mentioned again, was it a political announcement or is there a campaign not being publicized to expand Amarrian control?

No the reclaiming is older than Amarrian spaceflight. It was begun with the arrival of the Udirians on the home continent of the ethnic Amarr, in the year -3214 Y.C. or 3327 ago.

I was more referencing something regarding it being conducted again rather then when it began.

Delivering a powerful opening speech, Empress Jamyl boldly announced the start of a new Reclaiming, calling on all those of faith to "stand by her side" as the Empire recovered from "the excesses of a misguided path". Seemingly mindful of those questioning the merit of her rule, she ended her address with a forceful demand for loyalty, possibly directed at the remaining heirs, with a vow to return "what others give to the Empire [sic]".

We're working on it, these things take time you know.

See, we're bound by our faith to bring you enlightenment. We've already got a nice job (in the mines) waiting for you and your own accomodation (1m sq box) set aside.

Seriously though I haven't heard anything about the Reclaiming for a while so I'm not sure what is happening with it. I'm sure someone with greater knowledge than I currently have should be able to chime in with an answer though.

To clarify, "the reclaiming" can refer to multiple things:

1, the religious mandate all faithful Amarrians have to attempt to spread the faith.
2, the aggressive subjugation and enslavement that was used to indoctrinate many peoples to the faith and mold them into Amarrian society.
3, more recently, the non-violent proslytization some Amarrian sects have begun using to attempt to recruit new faithful.

In the context of Jamyl's statemnt, the "reclaiming" could refer to two things:

1, the ongoing conflict between elements of the Imperial navy, Republic fleet, and capsuleer militias (i..e, Faction Warfare).
2, a renewed focus on attempting nonviolent, alternate means of outreach and conversion (for instance, Abel Jerak's 'Salvation Crusade' or the release of 9th-gen+ slaves, among other initiatives)
