Unfortunately, the game mechanics don't allow that kind of blockade. They do, however, allow for this kind so it's as good as it gets.

How is anyone in any way harassed or griefed by not being able to get into Jita?!

Pretty much, yes. On your average Sunday, I'd say that the vast majority of Jita — several hundreds — are just alts, and they're keeping people from getting in. Doing it on purpose to get people to take their business elsewhere is just clever.

Maybe they are in Jita as that is where they need to get all their manufactured goods as Null industry sucks so much.

Has anyone even consider the fact that, say a player who only has 1 toon logs out in Jita after popping in to buy/sell something.. now can't log onto their toon and thus can't play the game at all? A game which they're paying for?

Usually Goons skim the line of taste with their antics, but possibly depriving players of playing the game at all I think is crossing a line.
