[4th District] An Announcement and an Offer

On October 12th a Fourth District survey fleet operating in the Hikkoken System of the Black Rise Region located the wreckage of several ships in a deep space pocket. While destroyed ships are not unusual in the war torn region of Black Rise, what caught the eye of the fleet were the signature and transponder codes from the wrecks. The codes were benign to the common traveler but were recognized by the fleet as codes from a State Special Service, and organization that CAIN had worked with during our deployments to Pure Blind in conjunction with State activities in that region.

When the fleet arrived at the location we found what appeared to be a remains of a convoy, we counted 2 transports and what appeared to be 8 escort vessels ranging from interceptor class to battleship class. The convoy had been looted, and several of the more advanced vessels had been salvaged for their equipment. There were three additional wrecks in the convoy that we not of similar model to the convoy but they had been salvaged and destroyed beyond what recognition the fleet could do at that time. Based on the apparent size of the destroyed convoy, whatever force had destroyed the convoy where also of sufficient size to destroy the survey fleet. The aggressors had also spent significant time salvaging the vessels, so it was assumed that they were still mostly intact and not concerned about a counter attack. The survey fleet was about to leave the area when an escape pod was located by a scout, 323km from the original attack location. It was blind luck that the pod was found, since it was not transmitting any signals, and was only located when the scout was creating scanning locations around the fleet for quick escape routes should the aggressor force return.

The pod had been badly damaged, its life support system was failing and the structural integrity of the pod was minimal. Inside the pod we found one survivor, he was mortally injured and his medical condition was deteriorating very quickly. The survivor was a ship commander from the destroyed State fleet; he was brought on board a survey vessel for treatment.

Before the officer died from his wounds he told us a series of events concerning the attack. The convoy was part of a classified State operation transporting a component for a newly designed device. The Commander was able to secure the designers notes and research logs with him when he escaped, but the attackers were able to recover the blue print and the actual prototype component. The Commander stated that the convoy was moving towards the Korama system in the Lone Trek region. He would not say where the convoy originated from. The convoy was at a safe spot prior to the attack after a larger fleet had been spotted in an adjacent system. The safe spot had been selected by a member of the Caldari Militia that was working with the convoy to move them through Black Rise. Once at the safe spot, they were attacked by a cloaked fleet and the Caldari Militia member that was escorting them. The Commander did provide a few personal details about the militia member, a suspect name, and ship information. The Commander mentioned that for unknown reasons the inclusion of the Militia was made last minute and through separate channels other than his command.

During the battle the Commander secured as much data as he could before his ship was destroyed. The aggressor fleet had used smartbombs against the escort vessels; one of those bombs severely damaged his pod. The raiders must have assumed his pod was destroyed in the carnage and left without finding him. The commander offered the information due to the fact that he believed the enemy fleet was still in the area, but due to his injuries he must have blacked out and had lost the concept of time. According to his ships log he had been drifting from almost 18 hours.

The survey team returned to Fourth District space and the recovered information was analyzed. The data was incomplete, but what could be understood from the logs shocked the Fourth research team. If in fact the device was functional, and complete, it would greatly impact the market.

Due to high amounts of piracy within the Militia, and the use of alternate identification being rampant we were unable to locate the identity of the militia member named. We are currently still researching this.

You might ask why would be provide this information to the public? Simply put because we do not have the device, we do not have the ability to produce the device. The information we have would put us in a favorable direction research wise, but we would be years away from attempting to piece together the missing parts of the information. This device is out there, the BPO is out there and we know that time is limited until it is either sold off, or transported to a safe area and lost forever. The State is aware that they lost valuable technology, the corporation that lost the technology is also looking and we also have information that Mordus Legion is now involved as well. Although we are still examining a few leads, time is not on our side, we would like this device and I am willing to pay for it should it be found.

The attacker might not know what exactly they have, if they did then the chance of us finding it again is very small. However, should any group be contacted by a party with tech for sale that is unusual in design we would be interested. We have enough information to know what we are looking for, do not attempt to deceive us. Payment and location will be discussed at a more discrete setting.

So, summarised version:

A Caldari militia member has betrayed the State and stolen, or assisted in the theft of... something. It's apparently a thing of significant import, as you're willing to publicly ask for support to get it back, and you know precisely what it is, but you won't tell us precisely what it is.

Now here's why, until you tell us precisely what it is, neither I nor any right-thinking capsuleer - even State loyalists - are going to lift a finger to help you:

It smells, looks and sounds like a trap. One set by you, one set by whoever stole it - but someone's trap that people naive enough to help you without further information would be walking straight into. We don't know what the device does, only that it's a thing of enough power that it would have significant impact on the market if it was released. That could be anything from a devastating next-generation weapon system to a defence system far less susceptible to capsuleer-grade weaponry to an ECM projector far in advance of anything we currently possess, or something even stranger. Perhaps it's a new type of ship. Perhaps it's a more advanced capsule interlink buffer. We don't know, and you won't tell us.

The thief - or whoever he sold the goods to - has a prototype of the device and the means to replicate it. Now as you said, they may not know precisely what they have, but if they've read this thread - and you can't know that they haven't! - they'll have an inkling, and they might well get an even better one when capsuleers start looking for them.

What is the device and what does it do?

Oh, and what's in it for me if I do decide to help you - an enemy of the Federation - get it back?

Your assessment could be correct, except that important details are withheld by design. I don't really care what your affiliation is, if your motivated by isk, that is your incentive.

Someone who would possess this material, and plans to market it, will have to make several inquires, you do not ask just one person if you want maximum profit. If this material has been taken as part of a larger plot, which we as an organization will follow, and not for public sale the chance of recovery is much less and would not be harmed by a public inqury.

I would not be talking to the public if I did not need to.

My motivation here is to not get my goddamn ship blown up around me by walking into a situation in which I am not fully appraised of what I'm looking for, what its capabilities are and what it can do to me.

I'm perfectly willing to give my help conditional on being told what it is that I'm trying to retrieve.

If you felt the need to take it public, you're already in a poor position from which to negotiate terms with the small number of prospective employees you will garner through the IGS.

I offer my help solely because I think an old friend of mine would want me to. Take it or leave it, but my terms are that you tell me what was stolen and why it's so important.
