Need some info from an experienced criminal

So, today I jumped into Usteli (1.0 system) expecting to see cops as my security status had dipped below the -2.0 line (-2.047 to be specific). No cops. The next system I hit is Ivar, also a 1.0 and the Spcae Swine is all over me. What gives? I thought the rule was -2.0 or below = CONCORD response in a 1.0 system. Not that I am complaining about the cops in Usteli being lazy bit I am a bit confused.

What gives?

CONCORD doesn't care about your security status.

What you're worried about are the faction navies. The difference is important, because CONCORD is associated
with OMGWTFBBQINSTAPOP, while the navies are just spawning, waiting, webbing, pointing and then killing you.

Sorry i can't add anything regarding your issue. Rounding (aka -2.047 = 2.0) shouldn't be the issue,
because it makes no sense to believe that it's different from system to system.

Maybe you hit the -2.047 in Usteli and needed a session change first ?
Where did you jump from, to Usteli ? What was before that ?
When did you reach -2.047 ?

My security status is not a result of missions or whatever folks do to get the Amarr (for example) pissy with them. My sec status is due to shooting at folks in LOSEC so it is a global deal.

But you are correct, its not CONCORD shooting at me but the local fuzz. I mis-spoke (mis-typed?).

His question was whether or not you ganked someone in Usteli, causing your sec status to drop, then going into Ivar.

It could also be a case of you just warping fast enough to not see the navy in Usteli, but that someone had previously been messing around with the navy in Ivar on the Usteli gate, and you jumped through to see the aftermath of their happy-fun-playtime.

This is odd.
I know that they sometimes have a delay, but in 1.0 they should spawn almost instantly as soon as you've jumped.

AFAIK there's a limit to faction navy spawns ... i think it's three spawns max,
but i can't tell now if that's grid-wide or system-wide only.

I only know of one case of how to not being bugged by them in highsec, but that's an exploit which i have petitioned.

If you care, try to reproduce it in rookieships and petition it ... or don't if you don't.

Too bad i don't have an answer to this, but maybe somebody else has an insight.

To clarify - all I did was enter the system and then leave it again. I did this twice, each visit separated by 10-20 mins or so, no cops either time. No cops, no message.

In the other system, I got the messaage and the attendant cops both times. Must be a reason.

Much more detailed.
Write a bugreport. That's better than a petition in that case.
Both work too, but i doubt you'll get a proper response either way.
Note the times (estimates if you don't exactly know) and be detailed about it.

The navy reaction is buggued.

I must always logoff/login to update it. If you just lost a bit of SS to get under -2.00, the navy may not chased you.

Maybe the first system you jumped into wasn't truly 1.0, but 0.95 or something, thus causing the 'send people' calculus to be off as you're only just past -2, while the the other system is closer to really being 1.0 and making the calculus send them in.

Oh, and a word to the wise, don't enter systems where CONCORD holds sov.. while I have no experience being an outlaw, I've read that the local fuz in those systems is not to be trifled with, because well. it's CONCORD.. so instead of some silly navy, you get CONCORDOKEN on your ass there.

Does railgun ammunition come in Hollow Point?
