Select 1 region as a CONCORD region, it will have 1.0 security status.
All current highsec regions should be converted to lowsec (0.5 > x > 0.0)
NPC Nullsec and current lowsec should be converted to claimable nullsec with NPC stations.
Nullsec remains as it is.

Why is it a bad idea? It's bad for highsec carebears. Not exactly the kind of people I care about.
Also, it's not a troll, unless you're so focused on your own viewpoint you consider all opinions not agreeing with yours that.
IDC about Lydis, he posts better than me but my posting is still superior to the crap people call posting here. So much superior.

I will support this proposition on the sole condition that the NPC AI of all empire and pirate faction rats be improved accordingly to make them a threat to even an organized PvP fleet, and as a side effect fo said improvement, NPC factions would be allowed to form fleets, attack, destroy, and secure player SOV and defend their own space accordingly, that way the game remains dynamic, but newbies in starting corps do not have to worry about being crowded into 10 systems and can at elast explore into space that their NPC corp currently controls.

i mention this proposal because i feel high-sec and low/null are fairly stagnant in that their is no reaction, but realisticaly, should'nt a large empire such as amarr, take notice of a rising empire nearby as a threat and respond accordingly? should they not wish to secure their own borders and push back these invaders?

TL;DR i support this proposal on the sole condition that the above condition is met to make the entire EvE universe more dynamic and interactive. (yes i did just tell you to read the whole proposal in the dang TLDR, quit being lazy internet bums and read, it is good for you)

This is entirely the wrong direction to take EVE. Instead, all nullsec should be deleted, low-sec should become high, wardecs should be iterated by removing them, and suicide gankers and can flippers should be banned for griefing. This will effectively remove non-consensual pvp and thereby assure EVE's exceptionality in the MMO market by making it exactly like everything else.
