first of all, do you have engineering and electronics to 5 ?
If not, do this before you will start PvP. Any rig slot you will need to fit with powergrid rig or cpu rig is wasted slot.
There are some exceptions but regarding situational fits for specific fleet doctrines.

Next, you asking a question wrong way. Lack of info about weaponry you can use, hulls you can use and tanking style
you have skilled for. Thus here is a generic rule - look at ship hull description. Any ship with damage bonuses (rof, raw damage, drone damage) is for pvp, moreover any ship with bonuses to warp jammers is for pvp.
Find these ships and then browse fits on battleclinic.
Learning pvp stick to t1 frigates. Cheap, effective and giving a lot of fun.

Easiest way to start pvp is to join FW militia corp. Find one using your native language - during combat people many times forgot about rule to use one, common foreign language and communication fails. Then group fails.

You dont need anything specific to get started, the question is what kind of pvp we are talking about?
Solo?
Small gang?
Alliance warfare?

But all frigates and cruisers are useful, its just a question of what you can fly and what youre going to do with it.

In that case I would strongly suggest blaster ships like the thorax, moa, brutix or ferox. There are other options like HAM caracal for missiles or vexor for drones.

Its really basic to fit these
Guns
Mwd
Point
Tank
Weapon upgrades

When starting out in pvp as a new player, tech 1 frigates are the best way to go. They are the least skill intensive and cheapest option for pvp and with a few months of focused training and some decent tactics, you can be competitive against more experienced players.

Blasters are the weapon of choice for maximum damage and they can be used very effectively on two t1 frigs in particular that also have great tanks, the merlin and the incursus.

Both have bonuses to hybrib weapon damage and a tank bonus, the merlin's is to shield resistences and the incursus' is to armour rep amount. The merlin is most often fit with a passive tank, and is usually just about getting up close and firing away, whilst the incursus should be fit with an armour repairer which will require more management, so really it's up to how you like to fly.

2 Basics fit for these ships:

These particular mods may not fit with your skills, just download PYFA or EFT, both have threads in this sub forum, plug in your api and have a play about and see what you can get to work for you, but these should be a good starting point.

I wouldn't get too hung up on damage as the only criteria for a ship though. Range control is probably the most important factor in frigate fights and a ship with much lower damage output and little or no tank can easily kill a much higher damage and well tanked ship, if it can control range throughout the fight.

Good luck.

Confirming that these are some of the best value pvp ships, they are nothing short of excellent, cheap as chips, you'll get lots of fights in them, and they can even punch above their weight and take out certain solo Cruisers/Battlecruisers if you know what you're doing.

Fly cheap and just go for it, its the best way.
