Quick question as its been a long time since i made a new toon...

It used to be that they got a period of training boost when you created a new character... Is this still the case or has it gone since they removed the learining skill sets...

You get +12 attribute points now (base 17, was 5), which is effectively the same thing as double speed training.

OP, if you're looking for a quick skillup, check out the Cerebral Accelerators on contracts. There's standard and prototype versions.
