As my search-fu is weak, has there been any clarification on what this entails?

Missiles actually flying directly into their targets instead of comming within meters of their target only to suddenly veer out of the way and instead hit the rear of their target? (petty example I know)

With all the talk of all the other changes I have yet to see/read more about this one.
