Those are imperial (public) entities. They answer directly to the throne and administrate the whole Empire.

You will probably see more or less similar entities below in the liege/vassal pyramid, but under the rule of lesser Holders to help them administrate their demesnes. Local laws fall under their jurisdiction, until they start to be relevant to upper institutions belonging to the liege of the vassal, and then they start to fall under the jurisdiction of the liege.

As far as I know it is not unheard of minor Holders being vassals of lesser Holders, being themselves vassals of regional Holders, being themselves vassals of Heirs, who are eventually vassals to the Throne.
