Hi all, I'm looking for a minmatar cruiser, and it's fittings, specifically for taking down smaller, faster opponents. Thanks for any help you can give!

Any of the combat t1 cruisers can do it, so you get to chose from stabber, rupture, bellicose.

Duel Prop SFI has 10% tracking bonus per level and with MWD on can catch and kill most frigs.

Huggin, Munin if you don't need to actually chase them.

Stabber fleet/Vegabond if you have to run them down.

or just train for the caracal/cerb.

Ok the op was born to eve on October 20, 2011, so it appears he is asking about a tech I cruiser. Obviously if that weren't the case then either tech II minmatar recon would be a good choice, or either minmatar hac as well.

OP, a Bellicose is probably what you are looking for. It has a painter bonus. Now the painter alone may not give you enough of a benefit to hit a fast moving frig with either ac or arty.

However, the Bellicose has 3 launcher hardpoints. You could put standard missile launchers or assault missile launchers (not heavy assault missile launchers) in those 3 high slots, both of which shoot light missiles which are made for hitting frigs. This is what a Caracal uses. The Caracal gets a damage bonus with kinetic missiles and a speed bonus on missiles which is effectively a range bonus.

The Bellicoses 3 launchers will not be bonused, however, you could fit launcher rigs to approximate the Caracals bonuses. There is a rig which increases a missile's speed (hydraulic bay thrusters), and also ones that increase the damage (warhead calefaction catalyst), and ones that reduce the frig speed damage reduction through explosion velocity (warhead flare catalyst). There is also warhead rigor catalyst rigs for missiles which reduce the explosion radius which is a reduction on the small signature radius damage reduction that frigs benefit from.

Your Bellicose already gets a painter bonus. So fit a painter and effectively you have an effect similar to rigor rigs. Then you could fit a hydraulic bay thruster rig and a flare catalyst rig to further enhance your missiles against frigs. The drawback on launcher rigs is increased cpu use. So for any fits you mess araund with pur them in PYFA or EFT to see if your skills will allow you to fit the ship. And train the electronics skill, missile launcher rigging skill, and any other skill that will ease cpu. You could also put a co-processor in one of your lows to increase the ships cpu.

If you are asking about this for pve, then in the other 2 remaining highs put either 650 arty or one of the ac sizes that will fit. In the mids put a named 10mn ab, named painter, maybe a azeotropic LSE (cpu friendly), and a shield hardener. In the lows a damage control, and some mix of PDS/PDU, ballistic control units, and/or co-processor.

For PVP it all depends on whether you have gang mates and what they are flying. Plates would make sense if your buddies are armor tanking and have a logi repping armor. In that case you could fill the mids with mwd, and painters. Your bonused painters will help everyone hit the frigs better, and your tacklers lock the frigs faster. Essentially your role would be as a ew platform to help your gang tackle and do more damage against the enemy frigs.

Anything with bunch of drones, webs and neuts will do.
Rupture is best, because you can actually go kill other cruisers too with it.
Using target painter instead of another web is stupid idea btw.

I think of the three matari combat t1 cruisers the Bellicose is the weakest.

I would actually recomend bellicose you would get a lot more fights
