Because Minmatar aren't as technologically "advanced" as the rest of the Factions. Meaning, the Minmatar, being the new kids on the block, often don't have the luxury (resources, infrastructure) to economically produce high-tech/pretty items, and instead fall back to "old school" standards (which are still comparably functional.)

Also, Minmatar ship design is traditionally "ghetto" or "redneck" or "trailer trash" in concept so you should just be frelling glad that they haven't integrated pink plastic flamingos or cinder blocks into their ship designs.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.
