Is it normal to sell tengu pilots without core competancy basic?

Also you only have sub systems to 3, i would have thought all at 5 would be more appealing.

I'm confused, this pilot can fly a tengu, but is incapable of actually fitting one...

If this is normal i apologise, it just seems like it could use some more skills in there to make it viable.

The pilot will be destroyed because it is waisting space at the moment.

Also, if you are talking about the mechanics 5 that its missing, its because tengu subsystems do not need mechanics, they need shield operation or something like that to V instead.
