Pinned windows no longer stay locked in place

So, I recently had to rebuild a new machine after hardware failure on my last one. When i pin my windows, they no longer stay locked in place, all it does it make them transparent. When I complained on my corp TS they all claimed "they never locked in place!"

Did the pinned windows being locked in place get removed between me rebuilding my machine? Are we all experiencing a bug? What am I missing here? I hate accidentally moving my overview or chat window into the center of my screen on accident while moving my camera and would love to have my pinned windows actually stay pinned like they used to.
