Eve has risks.

When you step outside you don't know if a car is waiting to run you over. Yet you probably still go outside. How is this scenario any different? Yes you might loose a ship, you might also have a fun experience.

Something is harassment when any reasonable person would feel harassed in the situation. If I tapped my finger on a table three times, somebody couldn't just cry and call it repeated harassment. The court would laugh at him and take his money.

In this case, it's pure paranoia. No reasonable person would feel harassed by... what, nobody? There's nobody there, they're AFK. How can you be harassed by nothing?

Give a man a match and you warm him for a day.

Simple: because you're not being targeted and because it doesn't conform to how the EULA treats harassment.

Above all, it does in no way keep you from undocking and ratting. You can already defend against it. It's just the cloak doing what it's supposed to do: keep the cloaker undetected. Of course, using local as an intel tool rather breaks that and causes it to not really work as intended.
