Earlier this evening Mentas Blaque, accompanied by pop star Midna Lyre and gameshow host Vincent Aslo, presented a speech to the public on the steps of the Federal Senate in Villore.

Ladies and Gentlemen. Pilots. Citizens of the Federation.

I stand before you this evening, on the steps of the Federal Senate in two capacities. Firstly, as Executive Officer of the Federal Intelligence Office. Secondly, as a citizen who is well aware of the risks we face at a time of war.

Like many who have found success when thrusting themselves into the free market of the Federation, I started with a humble beginning. I am all too aware of how much citizens of the Federation have to lose.

Thankfully, since the events of YC110, our economic strength remains intact. Still, after almost five years, we push forward into a bright and prosperous future. On the strength of its own industrial and commercial backbone, the Federation marches onward and provides for its people and armed forces int his time of conflict. Our military remains strong, resolute, capable, and well-funded under the administration of President Roden. This however should never lull us into a false sense of security. It should never blunt our senses.

We must never lose sight of the fact that we are very much at war, and that at an time, threats to the Gallente people may come from not only from(sic) outside our borders, but from within. It is the duty of the Federal Intelligence Office to ensure that this risk is minimized, and to ensure the safety and wellbeing of every one of our citizens. Some may label our methods as harsh, or tantamount to a breach of civil rights and liberties. Some far left media outlets have even regarded our practices as "cloak and dagger". Reminiscent of a time long gone by during a war almost a century ago.

To those who would doubt our motives, I say that the actions we take serve on purpose. To ensure the safety and wellbeing of citizens across the Federation. To ensure that a mother may escort her children to school without worry for safety, and that a father may practice Gravball with his son in a public park without fear. To protect the most fundamental civil rights of our people.

This conflict that the Federation finds itself locked into did not come about through the actions of our government. however, it is something that our administration must deal with for the safety of our citizens. The Federation was forced into this war in self-defense due to a fundamental breach of our sovereignty, and a traitorous commander, already mentioned this evening, who sold himself to those who wish to destroy our way of life. This is undeniable fact, backed up by the presence of a wall of Provist steel that orbits Caldari Prime.

Some will attempt to push the blame for this conflict onto the Federation. Some will claim that the events of Malkalen were the catalyst for the outbreak of war. The blame lies not with the Federation, but with the racist prejudice brought against us by those would seek to attack the fundamental principles of our constitution. We must be aware of this, and as a people we must remain vigilant of the threat to Federal security that we face, until such a time the external influence is removed, and both order and balance are restored.

Some will regard the actions of the SDII as a breach of their rights, and an invasion of their privacy or civil liberty. Our actions are necessary in times of conflict such as this, to ensure that any among us who seek to place security at risk are rooted out and are subject to the full extent of Federal Law. While the security of our borders is now stronger than ever, after the tragic events that we witnessed in Evaulon, now is not the time to become complacent. The external threat that we face, the Provist threat, is as real as ever, and the current situation in Luminaire reinforces this point without a shred of doubt.

Today has been a wonderful chance for The Department to speak with those citizens who have their concerns, and assist in vanquishing them. From here onward is the time for vigilance, the time to remain alert, and the time to do your part for yourself, your fellow citizen and the Federation.

Administrator Gaterau will act as my second in command form her onward, and will be free for NeoCOM contact via mail at all times to answer any queries about the FIO, The Department, and our operations. He will also remain the primary contact for all queries regarding employment, and offers of assistance to the FIO. With that in mind, I will allow you all to enjoy the evening to its full extent.

It did sound rather Provistish I must say with all that chest beating.

And I was unaware that the Gallente see that a pop star and a guy who makes cheap porn among other things for a living hold political sway enough to act as open recruiters for the Black Eagles.

Gallente politics from what I've seen today confuse me to say the least

Why is protecting your people a bad thing when agents loyal to the Federation does it?

I did not get that impression at all, I got the impression that te SDII was trying to be more 'up front' and accepted by a population that naturally dissaprove of anything that tightens security ot hampers and freedoms they have enjoyed, no-matter how needed it may or may not be.

It was a PR rally, simply put.

The separation between the SDII and Provists is very large functionally speaking.

- Vocal dissent is not enough to invoke action from them; this is the Federation we're talking about, people spout dissent every waking second. We saw this at the rally itself. The SDII don't give a **** if you go "Blaque sucks" (as many people spouted). They DO give a **** if you're leaking government documents to the Provists, however.

- The SDII are not ubiqutious. They're too small to have jackboots on every world. They are a professional outfit with prior military experience, not loyalist thugs. In fact, they're right up there with the Kameiras and Valklears as the best-trained soldiers in New Eden.

- The average citizen will find the SDII irrelevant to their daily lives, even if their GalNet connections are being monitored (but the FIO has done this for years, just nobody can prove it).

- The debate behind the SDII are their means, not their ends. They've nailed a record number of corrupt military and political personnel. They don't lock up civilians for no reason. As Blaque said, they "work" within the confines of Federal Law.

- To the SDII, and the FIO in general, it's about not getting caught breaking the law. The Provists have done this repeatedly for Caldari law.

As always, please do not construe the regurgitation of "facts" (be it observations, trends, or statistics) as a regurgitation of personal opinion or support. A lot of the above is just popular observation.

Pfft, what drug are you high on? FIrst off, you're talking to a member of said leadership, and second of all, our people don't need protection from others. If anything, people like you need protection from people like us.

I suggest you better yourself and stop relying on others for your own safety.

I would not presume to know so much about an agency that has no public obligation for disclosure Mr. Inhonores. You might reconsider those words if by chance they deem you a threat (for whatever reason) and you end up with a black bag over your head. The Black Eagles may not be arresting people in broad daylight but you don't know and probably never will know the full extent of power they have to violate the Constitution of the Federation. Yes, this is speculation (you've made more than your fair share about the State), but the current trend lately is leading me to believe that the Federation is treading on all to familiar ground.

Of cource they wont, until they are deemed a threat at least. The point remains that such an organization as this should be kept watch with a careful eye. If your comfortable with what they do then so be it, however I'll remain suspicious and humble when I start seeing complaints about Mentas Blake becoming the next Tibus Heth.

Yes, and the Provists despite their despicable means have reinstated the meritocratic system long held dear to the Caldari State and rooted out a great deal of leeches on the system and brought the Caldari State out of a decades long depression. Heth would make the same claim that they were' working' within the confines of State Law as well. That doesn't mean they are, however.

There are a few dissenters from the Black Eagles however would disagree with your conclusion about not locking up civilians, well, not locking them up but putting a bullet through their brains. This isn't hard evidence obviously, but there is enough to remain suspicious.

Which only means their Provists with a bit more tact. I'm shocked your even making an argument that not getting caught is admissible compared to being caught.

Needed or not, right or wrong, it still doesn't sit well with me any more than the Provists do.

Did i say i disprove of them holding the same ideals? No i just said that the report will not be as heavy on the details that the usual Federal citizen is used to.

M. Louvaki, some fine counterpoints there. You are correct in challenging presence, but I meant to infer public presence. In some respects, I suppose you can argue the SDII is just the public face of what the FIO have been doing for decades. Still, the SDII were open for questions from the public, and ignoring the heckling. I doubt the Provists would do the same.

The FIO are good at their job because they can go about their constitutionally questionable ways without getting caught doing it. That's what makes them the "best".
