[BUG] Refining has changed

With perfect skills like refining V, refining efficiency V and scordite processing V, I was getting a 99.5% at a 50% station. Now it only gives me a quote of 96.1% but it doesn't show any "unrecorable".

Is that bugged after the patch? I was getting 99.5% 3 days ago.
