Can anyone explain to me the changes to War Dec Mechanics in Retri 1.1?

I know there was a change confirmed on the updates page, something about being able to surrender for two weeks.

How exactly does this work? If I was to war Dec can someone immediately surrender?

I'v been out of the WarDec scene for quite a while, heard about endless looping War Decs which made me stay away, now interested in looking at War Decs again.

The defending party in a war declaration can offer a surrender, BUT the aggressing party has to accept it before it can go into effect. The two weeks of forced peace afterward was added in with the latest patch, along with some other changes (see devblog In a mutual war, either party can surrender to the other or the aggressor can just retract, like in a non-mutual war.

I did see that devblog but it's hardly helpful in actually understanding what you have described.

It does sound as though wars can still roll on forever unless the surrender is accepted.
So no real change at all unless the surrendering party meets the demands of the agressor.

Trying to decide if its worth getting back into wars again and if the mechanics still need work before I stumble into a mess of never ending wars.

As I understand it:

BEFORE
Aggressor starts war
Target makes war mutual (removing the cost to you of renewing each week of war)
Locked in until target decides to un-mutual

NOW
Aggressor start war
Target makes mutual (removing the cost to you of renewing each week of war)
Aggressor can un-mutual the war and then either pay war costs as normal or let war lapse at the end of the week
