Bug: Suspects cargo containers do not flag those that take

If you are currently under a suspect flag and eject some cargo, then someone unflagged picks it up it does not result in them being flagged as a suspect

Steps to reproduce
1. Gain suspect flag through taking from wrecks
2. Fill up your cargo so eject the junk
3. Leap for joy as someone takes said junk
4. Pull sad face as it appears they aren't also flagged as a suspect
