Noobs griefing noobs

I was talking to a fairly new player the other day. She wanted to try PvP so I suggested a scam where she use a contract experiment to get someone to steal some loot. I suggested that she find another new player to try and trick. It occurred to me latter that griefing in noob systems is frowned upon. I just want to see if its OK for noobs to gank other noobs in starter systems, or will it be assumed that she is a retread player?

Griefing in starting systems whether by a vet or a nooblet, is still against the rules.

It's quite normal even noobs cannot grief, simply because said "noob" could easily be an alt of a vet.

Player A =real noob

Player B=vet rookie alt

Player B griefs player A and kill it - Is this banable offense or intended tactic? (of course no vet has ever thought about this right?)

I spent much of my noobdom griefing other noobs.

They'd say: "Hey! I'm just trying to learn the game here!" to which I would reply: "Yeah? Me too! :D"

Non-actual noobs can be identified by the way they never undock from the starting station, or immediately move to Jita and stay there.
