Sisi launcher not working

After a successful downloading and launching of Buckingham last week I found out that Singularity was going to be the main test server again. So I deleted the old Buck test folder and made a new Evetest one. Copying all from my original Eve folder to Evetest and creating the new shortcut for the test server.
Btw, I am using 2 toons with the bootstrapper method and have never had any probs with the regular game.
Following the directions for loading Sisi exactly, I had what appeared to be a successful download of Sisi to a "Evetest" folder outside of main programs folder.
Now when I start Sisi from the shortcut and get to the launcher, there is no server name or number of players online. If i hit the "Start Play" button I get the BSOD. Someone told me I needed to actually add the quotation marks to the target in the shortcut. ie: "C:\Evetest\eve.exe" /server:Singularity, even though the example pic shown in the instructions show no quotation marks and I didn't use them when setting up Buckingham and everything worked fine there. Doesn't matter because I cannot add quotation marks to the shortcut target. No matter what I do the the quotation marks will not stay in the target line after hitting apply. I've checked all my account security/permissions and everything seems fine.
I don't know what else to do to get Sisi working. Any help would be greatly appreciated.

In windows you don't need the quotation marks if the path doesn't have spaces in it.

The problem might be that the launcher doesn't recognize the /server:Singularity and you could try using /server:87.237.38.50

Yeah thanks Eipou, but starting over fresh and using that different server address had no effect, Sisi downloads fine but when it gets to the launcher screen there still isn't any server info above the "Play" button. All is blank.
Thanks again.

The web page that the EVE Launcher shows is currently only connected to the TQ API (I believe) which is why you see the server status and number of online users when you connect to Tranquility. You can see this when you visit this link in a normal browser http://client.eveonline.com/launcher?server=singularity

That link is the web page that the EVE Launcher loads when connecting to Singularity.

Go into the EVE folder that you're trying to start, and navigate into the bin folder. Try running ExeFile.exe from within that folder. If it still errors, my guess would be it's corrupted somehow. If it doesn't, I'm stumped.

Yup went into the bin folder and tried to launch sisi from there. i got a corrupt file message. so then i did a "repair" (for like the 5th time) in the SISI test folder and tried launching from the bin folder again and low and behold the test server worked. Now i keep getting a "windows explorer stopped working" message(even out of game). But the test server works.
I'll work on the win exp thing myself, but thanks to all for your help, esp. Atropos for steering me in the right direction. :)

Well that worked once. lol System crash upon launching Sisi a second time. Back to square 1.
Since I did get a corrupt file message from the 1st bin folder launch, maybe a totally fresh install of Eve will help.

You could also attempt to run the Repair Tool or EVE Launcher as administrator. If there are permissions issues, it might fail to update... ?

So I have followed the sisi directions twice only to find when i open the origional shortcut it to directs me to sisi. I looked at both the targets they are different. I have the two seperate files in the CCP folder copied and pasted everything from one into the other.
Is windows 7 the problem or am I fail whaleing the instructions. this did not happen when I had the seperate launcher before. i.e. I have set up sisi shortcut in the past and it worked. But not now what is the difference the launcher or windows 7?
This will be the second time I have deleted everything in the CCP folder and started over. new overview settings drone labels etc. very frustrating.

When you're wanting to connect to TQ, are you specifying a /server:xxx argument? If not, you can try adding /server:tranquility to the shortcut and see if that forces it to the correct server.
