Suspect flags in rookie systems

You can check killboards though and they show plenty of NPC Newbie corp kills, if you suspect someone or see them (killboards are good proof) report them, CCP do that it seriously from what I have heard.

This is wrong; if their safety is set to green they can still enter in a limited engagement (which means shooting a suspect) and be shot back.

Same logic remains, if you're doing this in a rookie system it's because you want to catch out new players and it's a pretty **** thing to do.

There is precisely zero reason to do this in a rookie system that isn't "my goal is to trick newbies into the fight" and so it's indefensible under CCP's "don't **** with rookies" rule.

GM Homonoia (sp?) has been explicit on this in the past.

I would have thought a 4-year-old player could see the MASSIVE difference:

1) Legal target - can be engaged by anyone.

It does not make a difference when you want to label one of them as baiting and the other not. In both cases do you deliberately engage the target. You shoot at it.
It is the target's intentions which are in question here, not the shooter's.

Afaik, the definition of can-baiting has no connection whatsoever with how the can is labelled. The fact that it could include misleading labelling is irrelevant.

There is a certain system where I will suspect bait, looking for the daring older players. On occasion, I do get rookies who think "Oh my!!! A flashy! F1-8!!!!" Generally their shots just ping against my shields. A proper response to these situations, if it happens to be in a rookie system, is to just warn them off.

If they persist, I generally will put them into armor (or structure if they continue to be persistent) and then let them leave. Shooting to kill a rookie is dumb and pointless. Usually I then get conversations about "How cool was that?!" where I also get to give them pointers on how to proceed into a PVP career.

Sometimes though, that rookie shooting will spark an older player to aggress and in which case I just ignore the rookie outright and go for the guy who thought he was going to get an easy kill. Works rather well actually.
